BY Oren Yaniv and Lisa L. Colangelo DAILY NEWS STAFF WRITERS

Starting Friday, the powerful popular breed that’s sometimes trained to be violent is banned from all apartments run by the city Housing Authority.

“Finally someone is realizing that these potentially dangerous animals have no place in a confined urban space,” said City Councilman Peter Vallone (D-Queens), who has unsuccessfully lobbied state legislators to ban the dogs.

The Housing Authority regulations also bar residents from owning any dog over 25 pounds. The current policy allows dogs that weigh up to 40 pounds. In addition, owning Rottweilers and Doberman pinschers also is banned under the new rules.
Housing Authority residents who already have the breeds will be able to keep them as long as they register by Friday.

City housing officials said residents urged them to ban the dogs that they claim are too vicious and threatening.

But dog lovers who have pit bulls and the other targeted pooches are upset.
“He’s my baby,” Jose Hernandez, 32, who lives in the Lillian Wald Houses on the lower East Side, said of his 6-year-old pit bull, Chopper. “These are not bad dogs.”

“It all depends on how you teach a dog,” said Anthony Nieves, 37, as he walked his 1-year-old pit bull, Storm, near his home at the Wald Houses. “My dog is like a puppy,” Nieves said.

The ASPCA and other groups opposed to the ban have been working with the city housing agency to ease some of the restrictions.
“We are opposed to breed-specific bans,” said Michelle Villagomez, ASPCA senior manager of advocacy and campaigns.

“And we find the weight restriction is too oppressive. So many breeds are over 25 pounds. You can get an overweight beagle that weighs more than 25 pounds.”

Good luck enforcing this. Housing Authority is gonna have to roll up with Animal Control if they think they’re are going to get these ninjas to give up their dogs in the hood.

NEW YORK (Dow Jones)–Parlux Fragrances Inc. (PARL) signed an agreement with licensing company Iconic Fragrances LLC, in which rap icon Shawn “Jay-Z” Carter is principal, that will bring to market perfume labels for singers Rihanna and Kanye West.

Under the agreement, Iconic will receive royalties and profit sharing, as well as options to initially purchase up to four million shares of Parlux at $5 a piece, a dramatic increase from its current penny-stock status.

“[We] believe this proactive investment by Jay-Z, Rihanna and Kanye West is an indication to the market place of the underlying value of Parlux,” said Chief Executive Neil J. Katz, adding that $5-a-share is “close to the company’s actual book value.”

The fragrance manufacturer and distributor has seen its stock tumble along with those of many other companies amid a recession and a poor retail environment for discretionary products.

Tuesday, shares rose 5 cents, or 5.9%, to 90 cents a unit.

But by securing deals, Katz said the company is doing what it can in a challenging economy and is betting that the celebrity appeal with help boost sales.

Parlux plans to roll out the Rihanna and Kanye West products by the summer of 2010.

The pair join a list of other celebrities such as singers Jessica Simpson and Queen Latifah, as well as designer Marc Ecko, who have signed licensing deals.

Among Parlux’s more successful deals is one with Paris Hilton, who recently renewed a five-year fragrance license and who also has watches and other accessories made by the company under her name.

Parlux is also in the process of negotiating fragrance deals with Jay-Z and another female singer, which will be unveiled in the next month, Katz said. Stock-options packages for the next two celebrities will be voted on by shareholders before they are issued in any deal.

RICHMOND, Va. – Suspended NFL star Michael Vick has left a federal lockup in Kansas, apparently bound for Virginia to appear at a bankruptcy hearing next week. The U.S. Bureau of Prisons Web site showed Wednesday that Vick was no longer at the federal penitentiary in Leavenworth, Kan. It listed his status as “in transit.”

It was not clear when he left, or where he was. But two weeks ago, U.S. Bankruptcy Judge Frank Santoro demanded that Vick to testify at an April 2 hearing in Newport News about whether his Chapter 11 bankruptcy plan should be confirmed. Another judge issued a court order directing federal marshals to bring the former Atlanta Falcons quarterback to Virginia for the hearing. Bureau of Prisons spokeswoman Victoria Joseph said bureau policy prohibits disclosure of the prisoner’s destination until after he arrives. Vick’s attorneys did not immediately return phone messages left by The Associated Press. Vick is serving 23 months for bankrolling a dogfighting conspiracy. He is eligible to move into home confinement no earlier than May 21 and is scheduled to be released from custody on July 20.

Vick will likely be kept in a southeastern Virginia jail until the hearing, but it wasn’t known which one. Newport News Sheriff Gabe Morgan said he had not been notified that Vick would be staying in the city jail, but it was possible Vick and federal marshals would show up unannounced. The judge overseeing Vick’s bankruptcy case rejected the idea of allowing testimony by video hookup, saying he needed Vick in the courtroom so he could assess his demeanor and credibility. Vick’s plan for paying his creditors is based largely on his intention to resume his NFL career. Vick was suspended indefinitely after his 2007 indictment, and NFL Commissioner Roger Goodell has said he will review Vick’s status after he is released. The Falcons still hold the contract rights to Vick but have said they will try to trade him. Vick’s bankruptcy plan would allow him to keep the first $750,000 of his annual pay. After that, a percentage would go to his creditors based on a sliding scale.

He’s got no money, but he sure does have mo’ problems.

Roc-A-Fella Records and Rocawear co-founder Damon Dash has been slapped with divorce papers by wife Rachel Roy, the Daily News has learned.

The stunning fashion designer piled onto Dash’s already sizable stack of lawsuits when she filed for divorce from her husband of four years this month in Manhattan Supreme Court.

Ed Hayes, a lawyer for Roy, declined comment, and a Dash spokeswoman did not return calls or e-mails.

An electronic record of the case says the divorce is for “nonmonetary relief” and should be resolved by February.

Dash and Roy, who put her own name on a women’s fashion line, got hitched in Mexico in January 2005. They met when Roy was working at Rocawear and have two daughters.

The breakup is the latest legal mess for the has-been hip-hop titan, whose empire – which he once pegged at “about $50 million” in a New York magazine profile – has crumbled under massive debt, bad business deals and one suit after another.

Dash, who in 2005 sold his stake in Rocawear to Jay-Z for $20 million, owes $2 million in state taxes, and a bank has started foreclosure proceedings on his two Tribeca condos.

A Manhattan judge even ordered the city to seize his luxury Chevrolet Tahoe SUV last year when he couldn’t make the $714.99 monthly payment. He’s also being sued by law firms and landlords for not paying his bills.

The fall has been a spectacular one for Dash, who sipped Champagne on a yacht in Jay-Z’s video for “Big Pimpin’” – then emptied his bottle of bubbly onto bikini-clad beauties in a hot tub.

“He’s broke, he’s got nothing left,” a source said.

Dash debuted last year as a theater producer with the “Hip-Hop Monologues,” an Off-Broadway account of the life of his latest protégé, rapper Jim Jones.

The production is set to resume performances tonight at 37 Arts in Manhattan. While he may have been short on cash, Dash wasn’t short on confidence when he hyped the show in New York magazine and vowed to make a splashy return to the music business.

“And when I come back, I’m gonna change the economy as well,” he said.
